Morocco has confirmed in a public interview the launch of its national e-invoicing system, making a major step in the modernization of tax reporting. The announcement was made on April 16, 2026 by Younes Idrissi Kaitouni, Director General of Taxes, who stated that e-invoicing project is no longer in design phase. The administration states that its system is technically ready and capable of supporting the rollout.

The model introduces a central platform where invoices pass through the tax authority, enabling real-time visibility and control. Furthermore, the system includes real-time validation, meaning invoices may need to be checked before they are considered valid.

The rollout will be progressive, allowing companies to onboard over time rather than facing a single deadline.

On the technical side, Morocco is aligning with international practices. The chosen format is UBL, ensuring standardization and interoperability. A key message from the DGI is practical: the administration will adapt to businesses, not the opposite. This means:

The project was initiated in October 2024 and is expected to deliver a fully operational system by October 2025. A pilot phase, coinciding with the official launch, is scheduled for 2026.

Anticipated model

The DGI still needs to decide between two approaches:

• An operational model where companies exchange invoices freely, with deferred tax authority checks;
• A clearance model, which requires prior validation of invoices by the tax authority before issuance.

Technical aspects

The DGI will rely on a microservices architecture to ensure flexibility and scalability, meeting the requirements of modern tax systems. The project will also integrate universal formats like UBL and CII for full compatibility with international standards.
