Namibia continues to advance its e-invoicing reform as part of broader efforts to modernize VAT administration and strengthen tax compliance. The e-invoicing initiative was first announced in Namibia's national budget statement for the 2024/25 fiscal year by the MoF and reaffirmed in the 2025/26 budget statement.
New timeline
Following the 2025/26 budget speech, the MoF confirmed that the national e-invoicing system for VAT-registered taxpayers was planned for rollout in April 2026. However, in the 2026/27 budget statement, the MoF removed earlier references to a fixed implementation date. In the statement, the government listed e-invoicing as part of a broader package of tax policy and administration measures to be pursued within the Medium-Term Expenditure Framework period covering 2026/27 to 2028/29.
The e-invoicing initiative is part of the government's program to modernize the VAT Act, improve compliance, and reduce fraud. Businesses that are registered for VAT in Namibia will be expected to participate in the system once it is formally mandated.
Research and benchmarking on the planned e-invoicing system have been completed. The system will directly connect business cash registers to the Namibia Revenue Agency's Integrated Tax Administration System, enabling real-time transaction data reporting to the tax authority.
What this means for taxpayers
The e-invoicing initiative has not been cancelled. While an April 2026 rollout had previously been indicated, the timeline has since been adjusted within the 2026–2029 budget cycle, with no fixed implementation date confirmed yet.
